Most only give perks at every 3rd-5th skill level obtained. Nah I'm way overdue for perks, level 8 in str, level 7 main, level 10 herbalism. I'm just not getting any perk points. I have the same issue. And yes, we both likely know that you gain perk points at different levels for different skills, it says at what levels in each skill you should

There's one more thing I'll add to this post, because a lot of people might want to create a stealth build that also uses the light armor perk. My personal Tactical Bohemian Espionage suit, which takes advantage of light armor (and al Scout I - Main character level 2 points - This perk increases fast travel reach AND improves your dodges by 10. Insomniac - Main character level 4 points - This perk lets you travel longer without a sleep. For me headcracker is the best perk when i choose hunting sword or decent blunt damage weapons but its redundant if i choose other weapons.

IMO, going light is great for the early game, when you can't afford heavy armor anyway, but you can do a bunch of stealthy stuff very viably, level up the stealthy stats, and get the stealthy perks, but then it becomes best to transition to heavier builds in the middle/late game. By the end you'll be quite stealthy, even in full plate. Despite being lower on the damage index (61 as opposed to 72-79), still number among the BEST end-game weapons in the game when paired with the Headcracker perk. In addition, all armors have lower blunt resistances instead of stab and slash, meaning more damage with a mace will register than damage with a sword.

The book was level 2 vitality, but I am not sure that makes a difference. TLDR: One does not replace the other, they augment each other. Swot also may max out the comfort factor regardless of where you are.
