First of all, you can only besiege enemy cities and castles. That means you need to have a declared war against the faction to which the city or castle belongs to. If this condition is met, then launching a siege is simple - just travel to the chosen city or castle and choose the option of Besiege the town / Besiege the castle.
There are many variations of how to handle outnumbered battles. It is just a method I would do. The key here is morale damage. If you can kill around 30% of their first offensive wave and maybe break another 20-30% that is a significant amount of their forces you just took off the board.

So, as a Battanian vassal, I was granted the Vladian castle Ormanfard. It has one village attached, also called Ormanfard. I can't build anything, the completion times are always Never, and the repeating things like Festival and Games all say +0.00 increase, so they do nothing. I'll list what stats are showing.
Quicksave and reload when you die. There is a perk at 125 Trade that gives you renown daily for each of your enterprises. There is a perk at 50 Charm that gives you an additional 1 renown every time you complete a quest. I think both of these perks are essential to avoid a tonne of grinding.
That's pretty much it. Make sure the project you want is at the top of the list and the money in reserve reduces it's build time. There are a couple of perks which also help, Steward @ 150 - Relocation (Boost is 20% more effective) & 200 - Forced Labour (10% construction speed). Possibly one or two more that I've forgot in the other skill trees.
